Vouchers, safety and account deletion
Package activation debits its price from your existing credit balance. Cancelling within 24 hours of its start returns the subscription credits under the service’s cancellation flow; this is a credit refund, not a cash withdrawal. Mandatory rights remain unaffected.
Users buy credit vouchers from third-party vendors outside the Google Play app, then redeem the voucher code for credit. The app does not directly sell credit for money. These credits are separate from construction-service payments settled between customer and provider outside the platform. Mandatory refund and consumer rights remain unaffected; contact the vendor and support about an invalid voucher or missing credit.
Content rules apply to profiles, requests, offers, reviews, messages and attachments. Threats, harassment, hate speech, sexually explicit content, child exploitation, unauthorized disclosure of private information, impersonation, fraud, spam and promotion of illegal activity are prohibited. Accept these terms before registration and posting content.
Use conversation or message reporting controls to send a report to our review team, or use reporting in Help and Support with a name, link or identifier for other content. You can also email support. Authorized staff review evidence and may remove violating content or take account action as appropriate. Reports do not guarantee automatic removal and are not an emergency service. Contact local emergency services for immediate danger; contact support to appeal a moderation decision.
Blocking stops new direct messages and message attachments between accounts. It does not delete history, cancel agreements or existing obligations, or replace a report. You can remove a block you set, but not one set by the other participant.
Request account and associated-data deletion in app Settings or on the deletion page. We verify ownership and communicate about completion and any specific justified retention. A receipt does not mean the account has already been deleted.
1. Introduction & Acceptance
Moqauily is an online marketplace connecting customers with service providers in the construction and real-estate sector in Libya and North Africa. By using the platform (app or website) you agree to these terms, the Privacy Policy, and any other guidelines we publish from time to time.
2. Definitions
- Platform: the Moqauily application, website, and their services.
- User: any person registered on the platform.
- Customer: a user who posts a request for a service.
- Provider: a user who submits offers in exchange for credits.
- Credits: in-platform units used to submit offers and activate subscription packages at displayed credit prices.
- Voucher: a code redeemed to add credits, issued exclusively by Moqauily.
- Request, Offer, Agreement: as defined within the platform.
3. Platform Nature — Venue, Not a Party
Moqauily is not a party to any transaction or agreement between users. We do not provide construction or real-estate services, do not employ providers, and do not guarantee the quality or completion of services. Our role is to provide an environment for listing, communication, and documentation. All agreements (scope, price, timeline) are concluded directly between the parties within the platform and bind them alone.
4. Eligibility & Accounts
- You must be at least 18 years old to use the platform.
- You must provide accurate, up-to-date information at registration and keep your credentials confidential.
- Creating multiple accounts to circumvent platform rules is prohibited.
- You are responsible for all activity carried out through your account.
5. Free Posting for Customers
Customers may post their requests for free and without any fees. Request descriptions must be truthful and clear; you are responsible for the accuracy of the information you publish. The platform reserves the right to remove any request that violates these terms.
6. Provider Offers & Credits
- Submitting an offer to a request deducts credits from the provider's wallet, at the rates published on the platform.
- Credits are spend-only: they cannot be transferred, sold, refunded in cash, or withdrawn. Mandatory consumer rights remain applicable.
- Vouchers are issued exclusively by Moqauily, are single-use, and are subject to published usage limits.
- The platform may return credits in specific defined cases (e.g., subscription refunds under its policies).
7. Signed Agreements
When an offer is accepted and the terms (scope, price, timeline) are agreed, a signed agreement is created within the platform with a verified timestamp. The agreement is binding between the customer and the provider alone. Work can only be rated after a signed agreement, and the agreement serves as reference in any dispute.
8. Payments & Money
No money flows through the platform. Amounts shown in Libyan Dinar (in integer milliemes) are informational only and all financial settlement takes place directly between users, outside the platform. Moqauily does not provide payment or money-transfer services.
9. Ratings
Ratings are available only after the delivery of a signed agreement and are subject to a probation period (until 5 ratings or 90 days, whichever comes first). Ratings must be honest and based on actual experience. Rating manipulation is prohibited.
10. Acceptable Use
You may not use the platform for: illegal activities, fraud, harassment, infringing or offensive content, violation of intellectual property rights, scraping or exceeding platform limits, or any attempt to circumvent the credits and vouchers system.
11. Chats & Content
You are responsible for the messages and content you share. The platform may review and remove content that violates these terms and may retain chat records for security and dispute-resolution purposes.
12. Disputes — Voluntary Mediation
Moqauily is not an arbitration or judicial body. If a dispute arises between users, the platform may offer voluntary mediation to facilitate resolution, but it does not issue rulings or bind any party. Legal remedies between the parties remain subject to applicable law.
13. Intellectual Property
All platform rights, marks, designs, and software are owned by Moqauily. By using the platform, you grant us a limited license to use the content you publish to operate and improve the platform's services.
14. Limitation of Liability
The platform is provided "as is". To the fullest extent permitted by law, Moqauily is not liable for damages arising from: agreements between users, delays or quality of work, loss of credits due to misuse, or service interruption. Moqauily is not vicariously liable for any user.
15. Account Termination
You may stop using the platform and delete your account at any time. Moqauily may suspend or terminate any account that violates these terms or poses a risk to the platform or its users, without prejudice to the parties' rights.
16. Governing Law
These terms and your relationship with the platform are governed by the laws of Libya, without prejudice to any mandatory consumer-protection rules that apply to you. Reasonable efforts will be made to resolve disputes amicably before resorting to litigation.
17. Changes
We may amend these terms from time to time; any amendment is posted on this page with an updated date. Your continued use of the platform after posting constitutes acceptance of the amendments.
